There is no fixed renewal date. It is a standing duty that applies whenever the rules below are triggered, for example at the start of a tenancy.

What does the law say?

Smoke, Heat and Carbon Monoxide Alarms for Private Tenancies Regulations (NI) 2024 (SR 2024/123), reg 3: a CO alarm (BS EN 50292) in every room or circulation space with a fixed combustion appliance (gas, oil or solid-fuel boiler, fire or stove, but not a gas cooker) or a flue. New tenancies from 1 September 2024; existing tenancies from 1 December 2024.
